For the unversed, Dwyer was a Republican politician who was elected in the Pennsylvania House of Representatives in 1964 and served until 1970. Later, he also ran for the Pennsylvania State Senate and won. He then became a Treasurer in 1981, winning re-election for the post again in 1984. Dwyer remained in the position until 1987.

In the later years of his office, Dwyer was charged with bribery. To show leniency to the Pennsylvania treasurer, the federal prosecutors offered him a deal. As per the deal, he’d have to plead guilty to a single charge of bribery resign from his position and cooperate with the rest of the investigation. However, the Treasurer refused the deal. He decided to let the trial prove his innocence.

However, (per All That Interesting) he was found guilty on 11 counts of mail fraud, conspiracy, perjury, and aid to racketeering in December 1986. He stood to be sentenced to 55 years in prison on top of a $300,000 fine. However, he took matters into his own hands at the January 22, 1987 press conference which was his last.
